A bulkhead is a vertical wall that holds a hard property line where space is tight and the bank is being lost. Riprap is a sloped stone revetment that absorbs wave energy instead of resisting it. Which one suits a site depends on the bank, the wave exposure, and what the permit will allow.

Do I need a bulkhead or riprap?
State regulation is explicit on this point: a bulkhead or revetment is prohibited where marsh is already serving as an erosion buffer, or where it would harm an adjoining property — the justification has to be upland actually being lost to tidal erosion, not a preference for a tidier edge. That standard is worth knowing before a design is drawn, since it rules out some sites entirely.
We assess which category a given shoreline falls into before recommending either structure, since building the wrong one for the site isn't just a wasted expense — it can also be the reason a permit application is denied.
How a bulkhead actually works: wall, tie-backs, and deadmen
A bulkhead is a wall, a buried tie-back system, and a deadman anchor working together — the wall alone holds nothing back for long. The tie-backs run from the wall to deadmen buried in the upland soil, and it's that hidden anchoring system, not the visible wall, that actually resists the pressure of the soil behind it.
State regulation allows a bulkhead to be built up to 18 inches from the existing escarpment — the eroded edge — with SCDES staff determining placement on a site-by-site basis where that isn't feasible. Getting the wall's position right relative to that edge is a permitting question as much as an engineering one.
Drainage, weep holes, and filter fabric
Drainage decides whether a bulkhead lasts decades or leans within a few years. Weep holes let groundwater escape through the wall instead of building hydrostatic pressure behind it, and filter fabric behind the wall keeps soil from washing out through those same weep holes as the water passes.
A wall that traps water behind it is carrying a load it was never designed for, and the failure shows up as a lean or a bulge long before the wall itself gives way. Filter fabric and a properly graded drainage backfill are cheap relative to the wall and are the single biggest factor in whether it needs re-anchoring in ten years or thirty.
Materials in a brackish tidal environment
Vinyl, treated timber, steel, and concrete all see service as bulkhead material on this coast, and the right choice depends on wave exposure, budget, and expected service life more than on any one material being universally best. All of them need fasteners and connectors rated for continuous brackish exposure.
Vinyl sheet resists rot and marine borers outright but needs correctly detailed capping and tie-back connections to perform over decades. Treated timber is familiar and repairable in sections but remains food for marine borers below the waterline. The tie-back hardware — rods, whalers, and their connections — is where corrosion typically shows first, regardless of what the wall itself is made from.
Critical Area permitting for shoreline stabilization
New bulkhead and seawall construction is reviewed by SCDES under the same Critical Area framework as a dock, with its own siting rules: the wall has to conform to the Critical Area line, sit within 18 inches of the existing escarpment, and meet the erosion-justification standard before it's approved at all.
We carry that determination and the drawing package as part of the project, establishing that the site actually qualifies for a bulkhead before design work goes further, rather than after.
Sequencing and what the work disturbs
Bulkhead construction disturbs the shoreline it's built on: existing vegetation at the escarpment, any structure already in that footprint, and the immediate work area for equipment access. The disturbance is temporary and required by the work itself, not a sign the project has gone wrong.
Sequencing typically runs excavation and deadman placement first, then the wall itself, then tie-back connection and backfill, then drainage and any cap or finish work — usually completed in a matter of weeks once permits are in hand, scheduled around tide access the same as dock work.
