How a job runs, in the order it actually happens

The order is the substance. The permit category is determined before a quote is written, not after — that single step decides the fee, the paperwork, and the calendar, and it is the one homeowners most often find out about too late.

  1. You call, and send photographs

A dated photograph settles more than a description does — usually whether a structure needs a visit this week or this season. It also opens the file that the permit determination, and any insurance claim, are later built from.

  2. The structure is inspected above and below the mudline

Most dock failures start where nobody can see them: borer damage inside a piling that looks sound from the deck, or scour that has quietly taken the embedment holding it. What gets written down at this stage is what the quote is built from.

  3. The permit category is determined before a quote is written

In-kind repair, reconstruction of a still-intact dock, and any change to the footprint are three different fees, three different packages, and three different calendars. Getting it wrong in either direction costs money — an unnecessary application, or a stop-work on an unauthorized rebuild.

  4. The state, federal, and community submissions are prepared together

SCDES Critical Area review, the Corps of Engineers' Charleston District under SAC-RGP-09, and — inside a plantation or gated community — that community's own architectural review run in parallel, not one after another. A condition raised on one track often changes what the drawings on another have to show.

  5. The work is scheduled against the water, not the calendar

Barge and equipment access on a tidal creek is a window rather than a date, and inside a gated community a crew and a barge also have to clear the community's own contractor-access process. Both are scoping questions, which is why they are answered before a start date is given.

  6. The permitted work is done, and documented

Dated photographs and an itemized record of what was repaired and what was replaced — the same file a carrier, a community committee, or a future buyer's surveyor may later ask to see.

Who we are: a dock builder for Hilton Head Island and Bluffton

Hilton Head Marine Construction is a marine construction company and dock builder working on Hilton Head Island and in Bluffton, South Carolina. The company is also undefined. Same phone, same work.

The services: new dock construction, dock repair, boat lift installation and repair, floats and gangways, bulkheads and seawalls, riprap and shoreline erosion control, and storm damage repair of any of them. The permit work that goes with each job is part of the service, not an extra.

It is not a general contractor taking marine work on the side. Marine construction on this coast is its own trade, with its own equipment, its own permit path, and its own failure modes.

The service area is Hilton Head Island and Bluffton, including the plantations and gated communities, with travel to Okatie, Daufuskie Island, and the wider Lowcountry on request. There is no public street address: this is a service-area business, and the work is at the customer's waterfront.

A new private dock on this coast typically runs about $35,000 to $150,000. The quote for a specific property comes after a site visit, because mud depth, access, and the permit category move the number.

How the water decides the job here

Three conditions decide most of what happens on a Lowcountry dock, and none of them exist inland. Pluff mud depth decides whether a piling is jetted or driven, and it can change within one dock's own run. Marine borers decide how much of a piling is still carrying load whatever the surface looks like — gribble works at and just below the waterline, teredo tunnels inside the timber and leaves the outside intact. And the daily wet-dry tidal cycle decides how long a fastener lasts, which is why older structures so often fail at their connections before the wood itself gives up.

The water is not the same from one address to the next, either. A dock inside a locked harbour like Windmill Harbour or Wexford is repaired to one constant waterline rather than to a tidal range. Frontage on Skull Creek is frontage on the Atlantic Intracoastal Waterway, where transient wake and a hard current pull embedment out from under pilings. An interior Sea Pines lagoon takes almost no wave energy at all, while open Calibogue Sound frontage a mile away takes wave and wake load all day. Which of those a property sits on changes how a structure wears, what it costs to put right, and what a repair has to be built to survive.

That is also why an assessment is worth more than an estimate written from photographs alone. The photographs scope the call; the structure decides the job.

Permitting: what is carried, and who actually decides

Coastal work in South Carolina runs through a permit path, and the line between repair and replacement is where a schedule is won or lost. Most in-kind repair of an existing, legally permitted or grandfathered dock needs no new SCDES permit, provided the structure stays generally intact and functional and the work stays within its original dimensions. Once work crosses that line, a general or individual Critical Area permit applies instead, with its own fee, notices, and review period.

The division of labour is worth stating plainly, because it is routinely blurred in this industry. SCDES and the Corps of Engineers' Charleston District decide the applications. A contractor makes the assessment the determination is built from, prepares the package — category determination, drawings, affidavit of ownership, adjoining-owner notification, and the newspaper public notice where the permit type requires one — and does the permitted work once it is authorized. Nobody expedites a state or federal permit, and a contractor who implies otherwise is describing something that does not exist.

Inside a plantation or gated community there is a third track: that community's own architectural review or property owners' association submission, on its own forms and its own meeting calendar. It is prepared alongside the state and federal package rather than after it, because running the tracks one after another is the most common way a dock project loses a season.

Licensed, insured, and how a storm claim is documented

Hilton Head Marine Construction is South Carolina licensed and insured. A certificate of insurance for the specific job is available before work begins. Call (843) 508-5850.

After a storm, photograph everything before it is moved, record the storm and the date, and give the carrier notice before permanent repair begins. Temporary stabilization that prevents further loss is a separate line in that file from the permanent rebuild.

Where the work is, named community by community

A service area is a claim, and a claim worth anything is specific enough to be wrong. Each community below has its own page on this site describing the water it sits on, how structures fail there, and which review body a job has to clear — because a locked harbour, an Intracoastal Waterway frontage, and an interior lagoon are three different jobs, not one job in three postcodes.

Beyond those: Beaufort, Lady's Island, St. Helena Island, Port Royal, and the wider Lowcountry on request.

Talk to us

Describe what the dock is doing, and send a photograph if you have one. A picture usually settles whether a structure needs a visit this week or this season, and it is the fastest way to scope a job without waiting on a site visit.

If the structure is unsafe, stay off it. If a storm caused the damage, photograph everything before anything is moved — that record is what both the insurance claim and the permit determination are later built from.
